Tribal Elected Officials Protect The Tribal Treasurer and Throw Tribal Members To The Federal Wolves

 Did the Rosebud Sioux Tribal Government commit not only a Tribal Criminal Offense, did they commit a possible Federal Offense?  The South Dakota Federal Court News dated, February 27, 2023, stated, former President of the Oglala Sioux Tribe indicted for wire fraud and theft.  The pubic notice states, Julian Bear Runner was indicted in September 2022.  The details of the indictment of Julian Bear Runner stems from receiving Tribal travel money and not going on the travel.  Federal theft statue reads, theft, embezzlement, or conversion.  This tells me the Oglala Sioux Tribe era member of the Oglala Sioux Tribe filed complaint with the Federal Government against Julian Bear Runner for receiving Tribal Travel funds, or not going on the intended travel, and keeping the travel funds for personal use and not paying the travel funds back.

Recently, the Rosebud Sioux Tribal Council passed a motion forgiving the travel money to be paid back by the Rosebud Sioux Tribal Treasurer Stephan Denoyer III.  After investigative reporting and speaking several sources including Rosebud Sioux Tribal Council Representatives, Treasurer Denoyer took Rosebud Sioux Tribe travel money issued to him and he did not attend the travel the tribal money was intended for.  The question is, does Tribal Council have the authority to make such motion?  Did the Rosebud Sioux Tribal Council and Administration engage in an attempt to cover up criminal activity?

Through reliable sources and Tribal Council Representatives, the travel money owed in outstanding travel by Treasurer Denoyer was just over $5,000.00.  I am awaiting documents to show exact amounts related to three separate travel checks to include airline costs.  So what the Tribal Council and Tribal Administration is saying, we are above the law, do as I say and not as I do.  Tribal employees who owe travel have to pay the travel back.  An example is, a Tribal employee has to leave the trip a day early due to a family emergency. Well, once the travel expense report is submitted, the next payday, the travel owned is deducted from the Tribal employees check.

So why can the Tribal Treasurer receive a large amount of travel funds, not go on travel, and keep the money?  Then because the Tribal Treasurer does not want to repay the travel money, asks Tribal Council to pass a motion to forgive the outstanding travel owed.  So the Tribal Treasurer was allowed to allegedly commit theft against the Rosebud Sioux Tribe.  All it took was to get a money order for the same amount of money cashed or deposited on the travel checks issued to Treasurer Denoyer and give it to the accounts receivable department in the Rosebud Sioux Tribe Finance Office.

Well, it's obvious when you are an elected official and your father is the Chief Administrator of the Rosebud Sioux Tribe Law Enforcement Services you are above the law.  What this does is not only proves, its confirms selective enforcement is alive and well within our Tribal Government and the Law Enforcement program.  Our Tribal Government has made it a common practice to violated the Rosebud Sioux Tribe Constitution and By-Laws.  Our Rosebud Sioux Tribe Law Enforcement program is actively engaged in selective enforcement of Tribal Members.  Tribal Members are indicted by the Federal Government based on Rosebud Sioux Tribe Law Enforcement reports for far less or the same offenses.

Based on Tribal Government condoning criminal acts and Rosebud Sioux Tribe Law Enforcement actively engaging in selective enforcement Tribal Members, they no longer have any credibility.  This very situation can be used as a legal defense for any Tribal Member.  This screams public corruption and it has gone way too far and is beyond out of control.  This situation needs be reported the United States Department of Justice Public Corruption Division.  If United States Attorney General Merrick Garland can investigate unlawful practices within other Law Enforcement agencies what about the Rosebud Sioux Tribe.

18 U.S.C 371 - General Conspiracy reads, two or more persons conspire either to commit any offense against the United States or to defraud the United States, or any agency thereof in any manner for any purpose.  (Any Agency? Rosebud Sioux Tribe?)

Anymore, Rosebud Sioux Tribal Government is comparable North Korea on the unconstitutional tactics they use against Tribal Members.  You even had the Tribal President saying we (Tribal Members) need to stop complaining.  Tribal Government gave themselves a $10,000 salary increase and did not follow the Rosebud Sioux Tribe Constitution in that process.  They allow the Tribal Treasurer to unlawfully take a large amount of money and again, reliable sources and Tribal Council Representative stating the amount forgiven in the Tribal Treasurer's travel money was over $5,000.  

Then you have Tribal Government scolding Tribal Members and talking down to Tribal Members for asking for assistance.  If Tribal Elected Officials condone this act and actively condone this act, are you too committing a Federal Crime?  Why is it so hard to police yourselves, yet you police the Tribal Membership?  Actions like this are nationally unheard of yet a political norm on the Rosebud Sioux Indian Reservation.  One of the peoples (Tribal Membership) greatest power is the power to vote?  

It's time to hold the Federal Government accountable in Native Country.  If the Rosebud Sioux Tribe Law Enforcement Services refer any cases against Rosebud Sioux Tribal Members for Wire Fraud or Theft, and the Federal Government indicts the Tribal Members and turns a blind eye to theft of travel money, you have one hell of a Tort Claim against the US Attorney of South Dakota for Selective Enforcement of Native Americans on the Rosebud Indian Reservation. 

If any Rosebud Sioux Tribal Elected Official thinks a Tribal Council motion has more authority than the law, you need to immediately resign.  Rosebud Sioux Tribal Council motions inconsistent with the Law or Constitution are OUT OF ORDER.  Where you are again President Herman, you can tell us we need to stop complaining yet condone and cover up criminal acts.  Remember, you Rosebud Sioux Tribe Elected Officials create these problems for yourselves, with Tribal Membership, (We The People) have rights and one of these rights is to expose public corruption and complain. 

In closing, I remind you, I claimed I'm a Whistleblower and qualify for Federal Whistleblower Protection.  My Civil Rights grants me freedom of speech, press, expression, and right to petition the government.
