The Self-Perceived Privileged Mentality Is Getting Put To The Test
I want to commend a young lady for her courage and bravery recently. Little due you know, she's been expressing this the whole time. She went live and told her story, told the truth, and has what no one else does, direct first hand experience in relation to her story. I take's a lot for a parent of a child attending the St. Francis Indian School to speak out against the current school board and superintendent. Thank you Wendy Black Tail Deer. Wendy exercised her Constitutional Rights of Freedom of Speech, Press, and Expression, she is being criticized by a St. Francis Indian School Board Member and the person charged in a criminal case where Wendy is legally a WITNESS.
You see, when you hold a position of a St. Francis School Board Member Staff Representative, you are bound by the oath you take and as an employee of a Federally funded BIE Tribal School, you have employee conduct policies you have to follow. As the St. Francis Indian School Board Staff Representative School Board Member, you are legally obligated to maintain ethical professional restraint. Not only as a St. Francis Indian School Board Member, the twofold to the employees position within the administration of the St. Francis Indian School.
So the St. Francis Indian School Board, especially the St, Francis Indian School Board Chairman David Brushbreaker has to publicly address this issue now. Does the St. Francis Indian School Board condone this behavior by one of its school board members? Does the St. Francis Indian School Board condone one of its board members to criticize St. Francis Indian School Parents? Is the St. Francis Indian School Board Chairman ethical enough to address this issue publicly or is he going to hide behind the Superintendent's personal Lawyer Kurt Arganbright?
Next, you have an individual who is charged in Tribal Court commenting and criticizing Wendy Black Tail Deer, a Rosebud Sioux Tribal Court WITNESS. Perhaps tampering with a witness in relation to intimidation? I think so, I think the RST Prosecutor should look into this and, issue a possible charge and bond revocation. The St. Francis Indian School Board Staff Representative and individual charged criminally do not have the same rights as Wendy does based on positions they hold and one with pending charges. When you have a self-perceived privileged mentality, you think you're untouchable and consequences don't apply to you, this is the behavior you see.
In a Friday, April 28, 2023, Rosebud Sioux Tribe Education meeting in the Rosebud Sioux Tribal Council Chambers, Wendy attended this meeting. Also present in this meeting was the St. Francis Indian School Superintendent and her personal Lawyer and St. Francis Indian School Lawyer Kurt Arganbright. Another Tribal Member was present in the meeting. The Superintendent and Attorney Kurt Arganbright was allowed a special RST Education meeting in reference the amended St. Francis Indian School By-Laws. The RST Education Chairwoman is also the St. Francis Indian School Board member from the RST Education Committee.
I entered the Rosebud Sioux Tribal Building and saw the Rosebud Sioux Tribal Secretary Nicole Marshall filling out the dry erase calendar. I asked if the RST Education Meeting was open and I was told, NO, this is a special meeting and told the RST Education Committee was meeting on May 3, 2023. I was told, I had to be on the agenda in order to enter the RST Education meeting. I clarified this, and was told again, the RST Education meeting was closed, a special meeting, and I had be on the agenda. It's ironic that Rosebud Sioux Tribal Secretary is a current St. Francis Indian School Board member. The St. Francis Indian School Superintendent and her personal lawyer lied to the RST Education Committee according to several sources in the RST Education meeting.
Well history was trying to repeat itself Friday, last year in a Rosebud Sioux Tribal Council Meeting two weeks before and election where ballots were already printed. The Superintendent and her personal Lawyer Kurt Arganbright with the Tribal Council Rep sitting on the St, Francis Indian School Board attempted to get the Tribal Council to approve the amended St.Francis Indian School By-Laws. This was because, they did not like a few of the candidates who were running for the two vacant St, Francis Indian School Board seats last year. Well, the RST Attorney General and Tribal Council said, No, St. Francis Indian School By-Laws stay as they are and, the Tribe conducts the St Francis Indian School Board election in accordance RST Ordinance 86-10.
Well, Friday, the self-privileged mentality showed its head again with an attempt and strong supporter, the RST Education Chairwoman to approve the St. Francis Indian School By-Laws to forward them to Tribal Council for approval. I commend the RST Education Members for seeing through the smoke again and not approving the St. Francis Indian School By-Laws. You ask why this attempt two years in a row right before a St. Francis Indian School Board Election?
The St. Francis Indian School Board Chairman David Brushbreaker and RST Tribal Secretary Nicole Marshall's seats are up for election. With the amended St. Francis Indian School By-Laws, the St. Francis Indian School Board and St. Francis Indian School Administration control the election. You know some possible Donald Trump election tactics ensure the Superintendent gets who she wants on the St. Francis Indian School Board. This current St. Francis Indian School Board, Superintendent, and her personal lawyer have been standing on the heads of St. Francis Indian School Parents and students violating due process and rights.
A good strategy is for the St. Francis Indian School Parents who have serious concerns how the St. Francis Indian School Board and Superintendent is operating the school, how parents, and students are treated, and call a meeting. Select three candidates you want as school board members rather than have 10 people file and split all the votes up. The key is to show up to the voting poles in the 2023 RST General Election and support these Parents or Tribal Members to ensure they are elected the School Board. Let's come together to show we are tired of it, enough is enough, time to make change.
A very serious ethical issue I have is, how can the current Rosebud Sioux Tribal Secretary ignore the Rosebud Sioux Tribe Ethics Ordinance and take St. Francis Indian School funds for either per diem and travel funds? How is this ethically possible? This again, is the self-perceived privileged mentality of hell with u parents and students who have concerns, I'll blatantly participate in violating the rights of Parents, Students, and Tribal Members you ignore my unethical conduct. You see all this unethical conduct they hide and don't want Parents, Students, and Tribal Members to know about.
You have some former elected officials responsible for all the above issues and condone this self-perceived privileged behavior. Elected positions and the buddy system was used to get the current Superintendent in place. These former elected officials have to own their political agenda by allowing the St Francis Indian School Board and Superintendent to get to the condition it is now. You know who you are so own what you created and shame on you for allowing Parents, Students, and Tribal Members due process and rights being violated.
I own my mistakes, I own them publicly, and its time for the St. Francis Indian School Board and Superintendent to own theirs. Don't attack Tribal Members for exposing and airing your dirty laundry. Remember you completed these acts, you made the bad decision, you choose to be unethical, so now the flood gates are open and its time it own it and face whatever potential consequences are ahead. No matter how hard you try avoid or cover it up, its to late, the curtain has been pulled and we can all see you now.
Remember when it comes to the Tribal Members filing for Tribal Council, ask them about the St, Francis Indian School issues going on, make them provide a statement and opinion, and this should be the first question in the election debates. We need to elect strong leaders who address these issues and our issues. If you are seeking election in the 2023 Rosebud Sioux Tribe Election, issue a public statement on all the issues going on at the St. Francis Indian School. Last, will you candidates if elected, continue to allow Chartered Entities contract unethical lawyers like Kurt Arganbright who treat Parents, Students, and Tribal Members the way he does? Will you take a stand and blackball him from all Tribal legal contracts? You parents have the rights to sue to the St. Francis Indian School or its School Board and the Rosebud Sioux Tribal Council should provide the parents with an attorney.
This Article, I, Hawkeye Waln and exercising my freedom of speech, press, and expressed afforded me by the constitutional rights. At not time, have I mentioned any ongoing current litigation pertaining to myself or the St. Francis Indian School.
Respectfully,
Hawkeye Waln
